Irfanview appears to be near the other laundromat next to South China Cafe, a few doors up from Badlands. Of course, with how unstable Willie made it for business rentals (and residential) due to hyped assessment, I wouldn't be surprised if all of the aforementioned businesses went out of business.
I'm assuming we're on 18th's right side looking downhill.
